Sep 29, 2010 What’s with the COICA?
On September 20, the Combating Online Infringement and Counterfeits Act ("COICA") was introduced to the Senate Judiciary Committe. The text of the rather short bill is here.
A group called Demand Progress asserts that the COICA "would have the Attorney General create an Internet blacklist of sites that US Internet providers would be required to block." My initial reading of the bill shows the Attorney General being required to keep a blacklist, but not a requirement for such sites to be blocked. I do not like this bill’s blacklist provision, at the very least. If private parties wish to move for fines, that is one thing, but a government blacklist of domain names is worse and more chilling to free speech.
